Moya's arrival could pave the way for the exit of Belgium goalie Thibaut Courtois, who has played at Atletico for the past three seasons on loan from Chelsea.
Atletico say Moya has agreed to sign a three-year contract after he undergoes a medical examination.
The 30-year-old Moya injured his right knee in March and needed surgery, ruling him out for the remainder of the season.
Moya has played 10 seasons in Spain's first division, playing for Mallorca and Valencia before spending the last three seasons with Getafe.
