This wikiHow teaches you how to move images around in a Google Photos album, and create a custom order, using a desktop internet browser.
Steps

Open Google Photos in your internet browser. Type photos.google.com into the address bar, and hit ↵ Enter or ⏎ Return on your keyboard. If you're not automatically logged in, click the blue GO TO GOOGLE PHOTOS button, and sign in with your Google account.

Click Albums on the left-menu. This button looks like a Android 7 Album icon on the left-hand side of the page. It will open a list of all your saved photo and video albums.

Click the album you want to organize. Find the album you want to re-arrange, and click on its name or icon to open the album's contents.

Click the ⋮ icon on the top-right. This button is in the upper-right corner of the page. It will open your album options on a drop-down menu.

Click Edit album on the menu. This will open the album in editing mode. A blue toolbar will show up at the top of the page.

Click and hold a photo in the album. This will allow you to move the photo around, and drag it to a new location in the same album.

Drag and move the photo around. While holding the image file, you can move it around in the album to change its location.

Click the Android 7 Done icon. This button is in the upper-left corner of your screen. It will save the changes to your album.
