BANGALORE: “With an aim to increase receipts in Bruhat Bangalore Mahanagara Palike (BBMP), this year’s budget is presented without considering the Karnataka Muncipal Corporation (KMC) Act,” condemned, former MLA and senior councilor Chandrashekar.Debating on the BBMP budget, Chandrashekar said that in the previous budget (2010-11), BBMP had expected `8,446 crore, of which they received only `3,517 crore.This year too, they have done similar mistake by presenting such extravagant budget.“BBMP might not get more than `4,276 crore.For the remaining amount, only the CM should bail out,” he said.Chandrashekar opined that the budget is not in accordance with the present KMC Act.He further said, “`50 crore has been estimated from the owners of vacant sites.Whereas, under Section 333 of KMC Act, Corporation cannot collect penalty.They can just send notices to the owners.Without amending the act, how they mention the amount.” Speaking about collection of taxes from private unaided schools and colleges, he questioned, “Under Section 110 of KMC Act, there is no provision to collect tax from educational institutions,” the councillor added.According to the new Advertisement policy, all hoardings will be sold through tender-cum-auction and in private properties, advertisement rights will be auctioned.Chandrashelar explained that there is no such provision under Section 134 to 139 of KMC act.The council should amend the by-law of the Act.
