The earlier CDP, submitted by the Corporation during the first phase of JNNURM was not up to the mark and the Centre at that time itself had asked the civic body to modify it.“The last CDP was prepared in house. But there are certain agencies approved by the Central Government which have expertise in preparing the CDP. It is the Kerala State Urban Development Project (KSUDP) state office which has to shortlist those companies. The list will be presented at the Corporation Council to identify an apt agency. But KSUDP is yet to prepare the list and hand it over to us,” said a top Corporation official. The Centre had also instructed the state government to set up a separate State Municipal Service (cadre) for receiving funds under the phase 2 of the JNNURM.It was through the state government that the funds of the first phase were channelised. The state is yet to set up the cadre which is mandatory. The Centre also asked the state to set up a monitoring committee under the chairmanship of MPs.It also warned that funds would be stopped to those states which fail in following the directive.Meanwhile, Corporation health standing committee chairman said that there was lack of homework in the CDP submitted at the time of first phase.“Hence some projects that are not feasible for the city were mooted. Now that we have learnt the lesson, we will have to think of a modified CDP which should cater to the needs of the city. Feasible and technology-driven projects for an improved sewerage system and drinking water projects should be given priority. Likewise, the Rail Overbridges (RoBs) and some infrastructure projects should be re-aligned in the new CDP. The non-starters among the list of proposals mooted in the first phase should be incorporated in the new CDP,” Sohan said.Unending delayRegarding the delay in the implementation of  the first phase of the project, Sohan said that drawing officers on deputation from various departments had affected the progress of some projects.Corporation secretary Ajit Patil said the Corporation was giving top priority to revise the CDP on a time-bound manner. “DPR preparation of the projects is the next step.
