CHENNAI: The Assistant Commissiners of Civil Supplies department in Villivakkam circle in Chennai and Salem circle were pulled up by the Madras High Court for making a 68- year-old-man run from pillar to post for getting his ration card transferred and re-registered at Salem.The narration of events by the sextegenarian made it clear that in the case of a senior citizen even the simple request for issuance of a basic document like ration card could not be complied with by the authorities and he was driven to such an extent that he had to spend considerable time, money and energy at the old age to see his request fulfilled, Justice D Hariparanthaman has observed recently.This only depicted the sorry state of affairs in the functioning of the system, the judge added. After all his painful efforts failed to bring any positive outcome, the petitioner was constrained to file the present writ petition. Only thereafter, he was issued with the ration card,the judge noted. The authorities concerned had by proceedings dated June 16 this year informed the court that the ration card was issued to the petitioner and also gave an undertaking that such odd instances woult not recur in the future. Recording the submission, the judge closed the writ petition. After retirement, M Natesan, residing at Virugambakkam, shifted his residence to Salem in December last year. On December 23, he applied for and the AC in Villivakkam circle cancelled the card and directed his counterpart in Salem to issue a new card. However, as the card was not forthcoming even after six months, he filed the present petition for necessary direction and payment of `1 lakh compensation. On notice, the authority concerned took action and issued the card in June.
