CHENNAI: The Madras High Court has directed the Puducherry Government to go ahead with its discussions with the Kerala government and try to arrive at an amicable settlement for accommodating students belonging to the Union Territory in colleges in Kerala on a reciprocal basis.Disposing of a public interest writ petition from one Jinos Basheer and after listening to the submissions of Puducherry Government Pleader D Sreenivasan, the First Bench comprising Chief Justice MY Eqbal and Justice TS Sivagnanam also directed the Puducherry Government to take necessary steps for improving the courses of study in the colleges across the Union Territory of Puducherry, in consultation with the Pondicherry University, and take a decision in this behalf as expeditiously as possible.The petition prayed for a direction to the Puducherry Government to extend its notification dated November 13, 2008 to the Mahatma Gandhi Government Arts College in Mahe, Kerala. The notification directed the colleges to fill up all the seats in every college either through candidates from Puducherry or from other States. Petitioner contended that the Mahatma Gandhi College in Mahe was not giving effect to the notification and it was admitting only candidates from Puducherry due to which many seats fell vacant. The direction followed a submission from Sreenivasan that 10 per cent of the seats were allotted to the students belonging to Kerala, but Kerala was not reciprocating by making such an allotment to the students of Mahe region.
