They may have been drunk or driving rash but the fact that the truck was coming from the wrong side caused the accident. I have already lost two friends by trucks and a couple of days back another friend had a miraculous escape as his car was crushed by a truck. Most of these reports are carried in the papers where either the driver of the trucks/bus have escaped or even when arrested there are usually no follow ups as to what happens to them. Maybe because we have gotten so used to accidents on roads that its become a " Hota Hai " mentality of Delhi citizens. Do the concerned authorities before handing over the keys of the big machines even check the credentials of the drivers as to whether they are capable of driving these monsters on road? Because if not then it's just the same as to give a gun to a child, which can 'accidentally', kill someone. So whose fault is it?? Anywhere outside India drivers who drive the heavy duty vehicles go through some kind of training even if it's a bus driver who will drive a truck. Is the same practice applies here??
