BHUBANESWAR: The State Government’s RTI Central Monitoring Mechanism (RTI-CMM) has topped the ‘Best Government Portal’ category in the national awards on e-governance for 2011-12. RTI-CMM (www.rtiorissa.gov.in), implemented by Information and Public Relations Department, won the annual award instituted by the Union Government for outstanding performance on e-governance initiatives. Nikunja K Sundaray, principal secretary in the Information and Public Relations Department, received the award from Governor Murlidhar Chandrakant Bhandare along with the director and team members at the valedictory function of two-day 15th national conference on e-governance here on Friday. The selection for the award was made after a three-round screening process including field visit and presentation before jury members in New Delhi. The award is given every year to recognise and promote excellence in implementation of e-governance initiatives. Addressing the valedictory function, Bhandare said e-governance would help improve the quality of governance. Using e-governance to share information with citizens by the Centre, state and local governments through appropriate forum will increase awareness among the citizens, he said. The Governor said that social audit using technology can allow people to enforce transparency and accountability, thereby providing the ultimate users an opportunity to scrutinise the development initiative. Stating that many e-governance initiatives have been taken across the country, Bhandare said that the national e-governance plan is working as a framework to follow a structured approach in this endeavour. Most of the office in the State are inter-connected through the Odisha State Wide Area Network, he said and added that the State is also ready with the state of the art data centre to cater to all requirements of IT infrastructure. The State has made considerable progress in implementing many e-governance projects in different departments like students academic management system (SAMS), e-municipality, e-registration, e-procurement, integrated mines and minerals managements system and e-despatch, he said. The state witnessed a series of changes in 2009 in view of implementation of Right to Information Act, 2005 when RTI Central Monitoring Mechanism (RTI-CMM) was launched. Since its implementation, the system has connected more than 4652 offices into this single network of RTI CMM.
