HYDERABAD: The counselling for teachers as part of general transfers was marred with teachers boycotting the counselling in several districts in protest against the state government's attitude for not implementing the orders of the Andhra Pradesh Administrative Tribunal. While the teachers' unions alleged that the state government failed to conduct the counselling as per the Tribunal orders, the school education department claimed that they did not receive the orders by the time the counselling commenced.The Andhra Pradesh Administrative Tribunal on Thursday ordered the school education department to follow certain norms with regard to rationalisation of teachers' posts and transfers. Following a petition filed by some teachers, the Tribunal asked the authorities concerned to notify the posts which fell vacant after August 2009 following promotions of some teachers while conducting the counselling for transfers.It also asked the officials to permit teachers who got appointed under DSC 2006 to apply for transfers, continue the LFL (low female literacy) school headmasters in their existing posts and also consider teachers who have spouses under special/preferential category while giving transfers.However, the education officers went ahead with the counselling on Friday stating they did not receive any order from their higher-ups or the Administrative Tribunal. Irked over this, teachers boycotted counselling in several districts.
