THIRUVANANTHAPURAM: Giving thrust on infrastructure development,  transparency, waste management, protection of environment, development of health care sector, human resource development and the IT sector, Chief Minister Oommen Chandy on Thursday announced a seven-point action programme for the remaining period of the first year of the UDF Government.Chandy said emphasis would be on economic development and generation of employment.He said industries, IT and tourism sectors would focus on job creation. He said four CIAL-model companies would be set up in the state. Right to Service ActAs part of ensuring corruption-free administration and bringing transparency, the Right to Service Act will be enacted during the first year of the government. The Information and Data Exchange Advanced System will be implemented in the Secretariat. Online system for the clearance for industrial projects, guidelines for CBSE/ICSE schools, steps to complete vigilance probe in a time-bound manner are some of the efforts at achieving transparency. Whistleblower ProtectionChandy said a four-member committee was constituted as part of the State Whistleblower Protection Policy.   Those who give tip-off to expose corruption would be rewarded besides being given full protection. Help desks would be opened at all police stations. Waste ManagementUnder the Suchitwa Keralam Mission, e -toilets will be installed at all municipalities and municipal corporations. Household-based bio-gas plants and composting units will be given increased subsidy. Plastic-shredding units will be opened at all panchayats.  Investor Meet As part of branding Kerala at the global level, the Emerging Kerala Investor Meet will be held in the state in September next year. ConnectivityThe feasibility study of the Thiruvananthapuram-Manglore high speed rail corridor will be completed within the first year.  A new company Kerala High Speed Rail Corporation will  undertake the project. Rs 48 crore was sanctioned for land acquisition to replace Kochi North Over Bridge. For the first phase of Kochi Metro, Rs 154 crore was sanctioned.
