New Delhi: Moving towards the reservation in the Private Sector, the Govt has urged the industry to include data of Scheduled Castes (SC) and Schedules Tribes (ST), recruited from January 2007, in the Annual Report of 2006-07.

The Govt also advised the industry to compile the base-line data of SC and ST employment to enable review of the progress achieved for creating jobs for these groups, sources said.

The exercise is a part of the initiative by the Coordination Committee on Affirmative Action in the Private Sector constituted by the Prime Minister's Office.

As most employers did not keep information about the caste of an employee, industry chambers like CII, FICCI and Assocham wish that disclosure of information with regard to SC and ST employees in annual reports could be possible only for future recruitments.

Asking for caste information from existing employees would "be a divisive exercise rather than a unifying one" fear industry chambers.

The Govt also informed the industry that – in formulating the Affirmative Action for SC/STs, the concept of 'creamy layer' was not a consideration, as it existed only for the Other Backward Classes (OBCs) and not the SCs and STs.

However, the CII-Assocham Task Force Chairman J J Irani has advised the Govt to leave the question of 'creamy layer' to be settled by the Supreme Court.

The Govt has also asked the industry chambers to substantially scale up the capacity building and significantly reduce the proposed time-lines mentioned in the CII's Action Plan.

The Govt also wants the companies to devise recruitment procedures, where selection could be from a band of suitable candidates so that SC/ST members could be hired in larger numbers.
