Pokémon HeartGold and SoulSilver are the remakes of Pokémon Gold and Silver. There's is a bunch of people who want to find Moltres. If you're one of these people, you have come to the right place!
Go to Mount Silver. To get there, fly to Viridian City and take Route 28.
Navigate into the cave. Make sure you have at least 10 Repels. Preferably, Max Repels, since it lasts for 250 steps.
Go into the cave, and you will find Moltres. Make sure you save before battling it, otherwise, you'll have to defeat the Elite 4 again before you get another chance at catching it..
Prepare for a long battle!
