CHENNAI: Former Chief Minister M Karunanidhi and his Finance Minister K Anbazhagan had taken a unilateral decision to appoint PA Ramiah, C Manoharan and A Arumuga Nainar as Information Commissioners of the TN State Information Commission, the government said in its counter-affidavit filed in the Madras High Court on Tuesday.The counter was filed by M Kutralingam, secretary of Personnel and Administrative Reforms, in response to a public interest writ petition filed by advocate S Vijayalakshmi of Periyar Nagar. The writ petition challenged the appointment orders dated March 1 this year. The counter said that as per Sec 15(3) of the Right to Information Act, the SICs should be appointed by the Governor on the recommendations of the panel comprising the CM, Leader of the Opposition in the Assembly and a cabinet minister nominated by the Chief Minister.The then CM and FM alone attended the meeting on March 1. The then Leader of the Opposition J Jayalalithaa did not attend as her request to postpone the same in view of the Assembly polls was brushed aside. The March 1 meet, attended by the then CM and FM alone, unilaterally took the decision and appointed the trio on the same day. The three SICs had not assumed office till date, said the counter.
