Assam Chief Minister Himanta Biswa Sarma on Monday announced that he has instructed district commissioners (DCs) to simplify government functions, mandating that only vegetarian food be served at all official events and during visits by the Chief Minister or other ministers.
“Our government will end VIP culture. We are cutting down on vehicles and barricades related to the Chief Minister’s security. From now on, only vegetarian and satvik food will be served in every government programme,” Sarma stated on X.

Addressing the first day of a two-day district commissioners’ conference, Assam CM called on the DCs to transform their districts into the “fulcrum of administration” to ensure convenient disbursal of benefits. He urged them to focus on leveraging their districts’ unique strengths to contribute to the state’s overall growth.
Sarma also announced that the newly created sub-districts, part of a state policy to decentralise administration, will commence operations on October 2. On that day, the foundation stones for their permanent offices will be laid. A core team will be established at the state level to assist the DCs in managing tasks related to these sub-districts.
The Chief Minister directed the DCs to oversee the construction of government buildings within their jurisdictions and to prioritise the completion of health, education, and anganwadi centers, which he described as crucial for development. Additionally, Sarma instructed the DCs to distribute flood rehabilitation grants by August 12 and to hold regular meetings with guardian ministers, preferably every fortnight.
In terms of security protocols, Sarma specified that the motorcade for his district visits should not exceed 10 vehicles, including those of the DC and the superintendent of police. He also congratulated the DCs for their successful management of the 2024 Lok Sabha elections.
The two-day conference will conclude on Tuesday, with Sarma planning to review the progress of ongoing welfare projects in collaboration with ministers, senior officials, and DCs.
