HYDERABAD: The battle between Director General of Police V Dinesh Reddy and his colleague Umesh Kumar has taken a new turn with the state police chief shooting off a letter to the state government seeking an Anti-Corruption Bureau (ACB) probe into the latter’s ‘’grave misconduct and amassing of properties by indulging in corruption.’’ Acting on Dinesh Reddy’s letter, in which he made a damning indictment of his colleague, the state government has sought an explanation from Umesh Kumar.Incidentally, the letter was written on February 7, the day when additional advocate general KG Krishna Murthy informed the AP High Court that chief secretary Pankaj Dwivedi had issued a memo (No.239/SCD/A/11) to Dinesh Reddy asking him to submit a statement of assets held by him and his wife, to the government.Umesh Kumar is at present chairman, Godavari Valley Development Authority.In his confidential letter addressed to the chief secretary, a copy of which is available with Express, Dinesh Reddy made serious allegations against Umesh Kumar.Stating that he is a firm believer in Gandhian philosophy and would not venture into unnecessary issues,, he said he had to write to the government because of the ‘’atrocious and unbecoming conduct and behaviour of Umesh Kumar.’’ ‘’Having been accused in a forgery case, as a counter-blast, he (Umesh Kumar) has been continuously writing to the government making wild accusations against me, like I have not mentioned certain transactions in my APR (Annual Property Returns), in which he has no locus standi at all,’’ the DGP said in his letter.Reddy enclosed photocopies (a total of 56 pages) of the sale deeds in which Umesh Kumar allegedly purchased properties at Kadthal village in Mahaboobnagar district while he was serving at Greyhounds and said the officer later sold them in a deceptive manner when the lands became the subject of enquiry.“While purchasing the lands, he had shown in one document that he was living in Prashasan Nagar and gave another address (Erramanzil Colony) in another sale transaction.All these are self-explanatory if the enclosed documents are gone through,’’ Dinesh Reddy said.The DGP requested the government to ascertain as to why Umesh had concealed this information in his APR.“Incidentally, I will be failing in my duties if I don’t bring to your kind notice the following facts which have been brought to my notice by the Greyhounds personnel,’’ Dinesh Reddy wrote.According to the letter, Umesh Kumar, in collusion with DSP D Jayanarayan, was involved in a scandal relating to purchase of ration during the five years he was with Greyhounds since 1997.“The purchases were made only on paper,” the letter alleged and added that substandard equipment was bought at higher rates.In 2004, the then DGP SR Sukumara sent a report to the then chief secretary stating that from the proceeds of their corrupt deeds, which they have amassed during the Greyhounds stint, Umesh Kumar and Jayanarayan have purchased three pieces of land separately in the names of their wives and daughters at Kadthal village.Since a full-fledged enquiry was not conducted against Umesh Kumar, the DGP urged the government to direct the ACB to conduct a probe into the “grave misconduct and amassing of properties.
