CHENNAI: Chief Minister J Jayalalithaa on Sunday sought a special financial package for the revival of power utilities in the State as the TNEB is on the brink of collapse due to an accumulated loss of over Rs 40,000 crore and debt worth over Rs 50,000 crore.In a memorandum submitted to Prime Minister Manmohan Singh, she pointed out that TANGEDO has achieved a capacity addition of 997.4 MW wind energy during 2010-11 and requested the PM to release the incentive grant of Rs 455.16 crore immediately.Referring to the 1,500 MW of power shortage prevailing in TN, she said since the planned capacity addition from Central Generating stations such as NLC Stage-II Expansion (500 MW ), Koodankulam Atomic Power Station (2,000 MW) was getting delayed, the Centre should provide an additional allocation of 1,000 mw soon. She said the Union Ministry of New and Renewable Energy had recommended the disbursement of Rs 2,752.40 crore towards the first phase of establishment of a transmission system for wind power. She said the State has proposed the segregation of about 2,870 feeders at about Rs 15,000 crore along with a high voltage distribution system (HVDS) to reduce the ratio of HT and LT line. The Power Finance Corporation and the Rural Electrification Corporation should extend assistance for this scheme for bringing the line loss below 15 per cent.The TNEB has entered into a joint venture for the execution of 3 x 5 mw with the National Thermal Power Corporation and also 2 x 500 mw with the NLC. The TNEB has been allotted 69.4 per cent share of power from the NTPC-TN Energy Company Limited joint venture and 38.7 per cent from the NLC-TN Power Limited (NTPL) venture. Stating that 75 per cent of the power might be allotted to Tamil Nadu from these schemes, the CM said the TNEB has proposed three thermal power projects in the 12th Plan — Ennore Annexe - 600 MW at Ennore Thermal Power Station, Udangudi project of 2 x 800 mw coal based supercritical thermal plant, Ennore SEZ of 2 x 800 MW coal based supercritical plant in Ash dyke of North Chennai Thermal Power Station, Kattupalli, Tiruvallur district.
