New Delhi: Security forces must respect human rights even if the toughest conditions, said President A P J Kalam on Friday.
''My government recognises the challenge posed by terrorism and extremism and has been resolute in dealing with it,'' he said in his address to Parliament.
The Government is holistically dealing with the security challenge in the Northeast, Jammu and Kashmir and places affected by naxalism.
While commending the security and intelligence agencies for successfully foiling many attempts by militant groups to strike terror, he regretted the tragic, dastardly and cowardly acts of terrorism in Mumbai and Asom and on Samjhauta Express. ''My government is dealing firmly with the challenge posed.''
Kalam said the government would remain focussed on the overall social economic and cultural development of North East, Jammu and Kashmir and naxalite-affected regions.
This would help to ensure the active participation of all sections of the society, he said. The government would continue to impart a ''healing touch'' in Jammu and Kashmir and in the North East, even while maintaining utmost vigil against terrorist and extremist forces, he stressed.
Referring to growing public concern about urban crime and violence, especially involving children and women, Kalam said the government was committed to making police forces more sensitive to the concerns and needs of the citizens and more efficient and humane in responding to them.
''My government attaches the highest importance to ensuring that all agencies respect basic human rights, even in the most trying circumstances.''
