THIRUVANANTHAPURAM: Rural Development Minister K C Joseph said that the State Government would take a flexible approach towards changing the guidelines of various Central schemes, including the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) to reap maximum benefit out of these. Details regarding these were tabled in the Assembly on Tuesday, which said that although there were many Central schemes for uplifting the living standards of the villagers, none were utilised to the maximum. “To change the present scenario, various schemes, including the MGNREGS, will be implemented invoking changes in the guidelines for the effective implementation. The aim is to create maximum job opportunities and the provide basic facilities for the people in the rural areas,” said the Minister. The State Government is also planning to appoint block programme officers in all districts for effective implementation of all the schemes. Each local bodies that spend more than 60 lakh  will also be allowed to appoint a data entry operator and an accredited engineer. To connect remote villages, roads will be constructed under the Grameen Sadak Yojana. In 2010, 258 road works under the scheme which received the nod for the implementation have not been started so far. The estimate for the works was prepared in the tenure of the LDF Govt. “For the implementation of the programmes in 2010-2011, the State Government has requested the Centre to sanction 10 per cent additional fund which in effect would be ` 32.7 crore,” the minister said.
