BHUBANESWAR: The grant issued for National Service Scheme (NSS) under the Council for Higher Secondary Education (CHSE), Odisha, will now be provided online, making way for more transparent transactions in future. CHSE has 530 NSS units across the State and 26,000 volunteers are currently engaged in it. The council’s decision aims at making the procedure transparent and hassle free. The NSS units of colleges receive large amount of grants through cheques, but now the online system will help keep track of the money being put to use. The online facility will be provided to the colleges in phases. In the first phase, around 113 colleges with active online banking facility will be covered. Subsequently, the service will be extended to other colleges. A decision to withdraw dysfunctional NSS units has also been taken. At present, there are around 1,200 colleges with +2 course under the council. “Priority will be given to the colleges with adequate infrastructure and willingness to implement the scheme. The dormant units have been identified and will be closed down soon,” informed NSS Bureau CHSE Programme Coordinator Ramesh Chandra Behera. “For the first time, NSS monitoring cells will be introduced in every district,” added Behera. The 30 districts will have monitoring cells with independent programme officer to look into the activities of the NSS units. The budget for the new monitoring cells will be planned in the next few days.Higher Education Deputy Secretary Upendra Nath Sahu was instrumental in the execution of the proposal.CHSE had organised a daylong brain storming session on NSS’ action plan for 2012-13 presided over by CHSE Chairman Nihar Ranjan Patnaik. Council Secretary Jayakrushna Mahapatra was present.
