THIRUVANANTHAPURAM: The defining image of the UDF Government will be a corruption free, propoor and prodevelopment. Listing out the 100-day programme of his government, Chief Minister Oommen Chandy said that transparency would be the trademark of his government. "The people are living in the age of right to information and with a right to know everything. Hence my government will ensure that the people of the state know everything what we do,'' said Oommen Chandy while listing out the 100-day to-do list of his government.To ensure transparency, the first thing he will be embarking on is the declaration of the assets of his and his Cabinet colleagues along with the bureaucrats, department heads, Advocate General and the personnel staff of the Ministers. Not just that. Even the assets of their family members will be declared and will be made available on the respective websites.Web-castingLive web-casting of the functioning of the Chief Minister's Office (CMO) and round the clock functioning of the office will be the first thing Oommen Chandy will be implementing in his office. ''In phases this will be extended to all Ministers' offices,'' said the Chief Minister in the presence of his Cabinet colleagues.Mass Contact ProgrammeThe Chief Minister himself will embark on a mass contact programme in each districts and each Minister will be given charge of each district in monitoring the activities. The purpose of the campaign will be to redress the grievances by reaching out to people.Pending filesWithin 100days, the 1.40 lakh pending files in the Secretariat will be cleared provided there are no legal implications. Similarly in all the departments there will be speedy disposal of the files.GOs onlineAll the Government Orders will be made available on the website on the same day it is published. This will include the tender price bids, agreements, etc. Any government official who fails to implement this will have to face severe punishment. For getting the details through Right To Information Act, now facilities will be made to remit the fees through online, postal orders and money orders.Ration CardsAbout 3 lakh pending ration card applications have been detected. All these applications will be cleared within 100 days and after which ration cards will be provided on the same day of submitting the application.Land PolicyA new land policy will be declared. A policy which is acceptable to the land owners will be the main focus. The land owner will be the first beneficiary if his land is acquired for any project. In such cases the land owner would be given the market value for the land. Only after the rehabilitation package is handed over, the land owner will have to vacate.ManagementFor bringing in more managerial capacity to his ministerial colleagues, the Chief Minister has decided to organise a oneday workshop for his colleagues. The classes will be held at IIMKozhikode and many leading management experts will be taking classes for the ministers.CorruptionA whistleblower protection policy will be implemented in the state and the whistleblowers will be rewarded. A special cell will be constituted in the CMO to monitor this. On the lines of Lokpal Bill, necessary amendments will be made in the State Lok Ayukta Bill. A strict guideline will be followed to check corruptions in institutions which will be monitored by Central Vigilance Commission.Law and orderEnsuring law and order is the first priority of for the government. All the criminal elements in the police force will face severe action. AntiGoonda Act will be strictly enforced and the goonda list will be made public. For controlling the pirated and fake CDs and also internet movies, a special cell headed by a DIG will be constituted.Investment Advisory CouncilFor making the state an investorfriendly destination, the government would be coming out with an Industry and IT policy. An Investment Promotion and Employment Creation Agency will be set up headed by the Chief Minister. To bring in more investments, the Chief Minister will convene a meeting of all the High Commissioners and Ambassadors. An Investment Advisory Council will be formed.
