Kozhikode: Expressing opposition to the mineral mining policies of the Centre which had led to the "loot and plunder" of country's natural resources, CPI-M on Friday asked government to ensure that mining was undertaken only by public sector or state-owned enterprises after securing prior consent from Gram Sabhas of communities who used the lands.

A resolution adopted at the ongoing 20th Congress of the party also asked the government to legally recognise the ownership and the rights of tribals on the lands through an appropriate mechanism.

Suitable amendments should be made to the Mines and Minerals (Development and Regulation) Act to include the rights of tribals over the lands.

The government should not hand over the country's mineral wealth to private companies through leases or user rights and mining should be taken up by state-owned enterprises, the resolution said.

The party called upon its units in affected states where tribals were being displaced from land in the name of mining, to launch resistance struggles for their rights.

In another resolution, the Congress expressed deep concern over the steep escalation in crimes against women. It criticised the "failure" of the Centre to make essential changes in the legal framework to prevent crimes against women.

The Congress passed another resolution demanding a new legislation to ensure reservation for scheduled castes and tribes in the private sector.

It also wanted the government to set up a legal mechanism to ensure that backlog in jobs in government and public sector were filled within a specified timeframe.
