Chidambaram discussed the arbitrary transfers of policemen by state govts.

New Delhi: Home Minister P Chidambaram recently visited the US to discuss intelligence-sharing and how to tackle terror like the Federal Bureau Investigation does. He addressed a press conference of India's top police brass in New Delhi.

On his agenda were the Naxal threat, coastal security and cross border terrorism. He raised the issue of arbitrary transfers of policemen by state governments.

"I deeply regret that many police officers have been reduced to being a football to be kicked here and there, from one post to another. Is it not your duty as DGPs of states to raise your voice on behalf of your office?" questioned the Home Minister.

While speaking about coastal security and cross border terrorism, Chidambaram said that the two were a matter of deep concern as terror outfits like Lashar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) persist in their endeavours to launch terror attacks.

"Terror groups like LeT and JeM launch terror attacks and find ways and means to ensure deniability. They find support in disgruntled elements in India. The cells and modules in India lend an Indian character to these activities. We busted 12 modules in 2008 and in the first half of this year, 13 modules," he said.

The Home Minister further went on to underline that Maoist violence was on the rise in the country and also asserted that terrorism in the Northeast will not be tolerated.

He also said that Maoists were seeking ties with other insurgency groups.

"CPI Maoists are seeking tie up with Northeast insurgent groups. CPI Maoist share 70 per cent violence in 17 states. We will not tolerate terrorism in the Northeast," he said.

The Home Minister also spelt out the priority areas in the next five years -- a modern police act, mega city policing, upgradation of forensic science laboratory and prison reforms.
