The Bill sets time limits for providing services to the public. Failure could entail fines between Rs 500 and Rs 5000. Some of the services that fall under its ambit are; birth, death, caste and income certificates, electricity connections to homes and shops, water supply connection, ration cards, complaints filed in police stations, passport verifications and licences for weapons and explosives.
