In an open interview with Express, Mayor Mohammad Majid Hussain and commissioner of the Greater Hyderabad Municipal Corporation (GHMC) M T Krishna Babu shared their views on various fronts ranging from deplorable conditions of city roads to the incident of locking of the GHMC headoffice by TDP corporators.
Though both gave contradictory statements on the responsibility of GHMC and its jurisdiction, both hope that they will be able to turn things around soon.
These are some of the excerpts from the interview
Q: Why are the majority of the roads including those at the main junctions are in a pathetic condition? Mayor: I myself inspected several roads in the city recently and have found many stretches in deplorable conditions.
People have poured their grievances over the inconvenience being faced by them while moving on the roads.
Commissioner: The incessant rain during the last one month has led to battering of the roads.
This is a common phenomena which is observed during the rainy season.
Q: What steps are being taken to repair the damaged roads and cover the manholes? Mayor: A series of meetings were conducted with senior officials and zonal officials of the GHMC and they have been directed to submit a list of the damaged roads which require immediate repairs.
Most of the proposals have been received from the respective zonal offices and work will start within a week on a priority basis.
Apart from the `20 crore sanctioned for recarpeting, periodic maintenance works with a tentative cost of `60 cr will be taken up after monsoon.
Commissioner: Recarpeting of roads cannot be taken up when there are incessant rains.
We are waiting for at least three dry days to start the filling of potholes.
Nearly `20 crore has been sanctioned and tenders have been finalised.
We will complete the repairs in about a week’s time.
Q: What about those roads which are being maintained by the Roads and Building department and the National Highways Authority of India? Mayor: Whether the roads belong to R&B or NHAI, the GHMC is not bothered.
People’s concern is of prime importance and GHMC will also take up the patch works and filling of potholes of the roads.
Commissioner: We are not going to take up the restoration of those roads belonging to R&B or the NH.
We cannot infringe upon their jurisdiction.
They should take up maintenance of damaged roads falling under their purview and GHMC has nothing to do with those roads.
Q: Are there any proposals to make contractors, who lay the roads, responsible for their maintenance too? Mayor: The idea is good but we have to discuss the issue at length with officials, the Standing Committee and the General Body before arriving at a decision.
Commissioner: We have explored this idea earlier but have found that no other corporation in the country is implementing this idea due to the involvement of several intricacies.
Still, we are exploring the possibilities with AP Road Development Corporation on this issue.
Q: Your reaction to the locking of GHMC headoffice by the TDP Corporators ? Mayor: I strongly condemn this act.
If they have any problems they should have raised them at appropriate places but they have failed to do so.
Commissioner: How can they do this? There are forums to raise the issue, they could have demanded for holding an emergency meeting of general body
