BHUBANESWAR: Even though the implementation of Forest Rights Act (FRA) in the State has drawn flak for irregularities in big ticket investments like Posco and Vedanta, Orissa is among the top States in the country in its implementation.
Chief Minister Naveen Patnaik on Friday reviewed its implementation and directed the officials to settle claims under the FRA quickly and in a transparent manner.The State Government is also working towards a people-friendly land acquisition policy following strong opposition by locals to almost all the projects. Revenue Minister Surjya Narayan Patro told TNIE that the Government is planning to introduce a provision of annuity for landlosers by amending its resettlement and rehabilitation (R R) policy, 2006 to overcome difficulty in acquiring land for industries.

The Government might adopt the Haryana model of R R where landlosers will get some amount every year, besides compensation for their land. The Chief Minister has set up a committee, headed by the Chief Secretary, to submit details on the proposal.

Meanwhile, sources said so far 2,74,653 individual cases have been settled under the FRA. The beneficiaries were covered under Indira Awas, Mo Kudia, Mo Pokhari, Horticulture Mission, Bamboo Mission and Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) under FRA.
